The Merchant Marine primarily transports cargo and passengers during peacetime; in times of war, the Merchant Marine can be an auxiliary to the United States Navy, and can be called upon to deliver military personnel and materiel for the military.[4] Merchant Marine officers may also be commissioned as military officers by the Department of Defense.

Rear Admiral Dunlap is a native of Philadelphia, Pennsylvania. She attended Northwestern University on an NROTC scholarship and earned a Bachelor of Arts degree in English Literature in 1984. She is a graduate of the Naval War College, where she earned her Master’s Degree in National Security and Strategic Studies with a single area focus on Africa and she also earned a Master’s degree in Computer Science from the Naval Postgraduate School in Monterey, California. She was a distinguished graduate of the Surface Warfare Officers School Basic Course, and her initial assignment was to USS CANOPUS (AS-34), where she served as Navigator and Auxiliaries Officer.
